Obtaining a Federal Department of Housing and Development (HUD) Community Development Block Grant (CDBG) and discretionary funds from the Toledo City Council allowed Humane Ohio to launch their MASH-style program (initially for cats only, and called Operation FELIX) in targeted areas of northwest Ohio.
