Obtaining Federal and Local Government Funding

Obtaining a Federal Department of Housing and Development (HUD) Community Development Block Grant (CDBG) and discretionary funds from the Toledo City Council allowed Humane Ohio to launch their MASH-style program (initially for cats only, and called Operation FELIX) in targeted areas of northwest Ohio.

What it Takes

• An understanding of available funds, including who controls the purse strings and the criteria for distribution.
• One or two key allies within the government.

Impetus for the program came from a government sponsored study. Humane Ohio used the government funds to obtain matching private funds.
