High-Volume Animal Foster Care

In 2009, as part of a commitment to save every healthy and treatable dog and cat in the City of Richmond and surrounding counties, the Richmond SPCA developed a high volume foster care program that enables them to transfer many more animals from partnering animal control facilities.
