Creating a Community-Wide Program to Manage Feral and Free-Roaming Cats

IndyFeral, a TNR (Trap-Neuter-Return) and feral colony management organization in Central Indiana, uses a network of experienced volunteer "Cat Captains" located throughout the community to provide individual caregivers with access to the resources they need to manage their colonies.
