Based on their age and the woman in scrobs holding paperwork I am guessing they are getting checked into a spay neuter clinic.

These little guys are hamming it up in the parking lot at the SPCA of Wake County, on their way to the North Carolina agency’s spay/neuter clinic. “It’s their preferred method of transportation to and from the clinic,” says Wake County’s Darci VanderSlik, who posted these photos on their Facebook page after a fan who saw the pups in the cart posted a comment asking where they were going.
“The funny thing is, we have no idea how/when the shopping cart arrived to the loading dock of the SPCA!” says Darci. “We came in one morning, and there it was! It has turned out to be a blessing for transporting pets to and from the clinic.”
