When individuals bring in puppies and kittens too young or too sick to go up for adoption, the Richmond, Virginia SPCA staff invites them to foster the animals until they're strong enough for adoption.
"By asking people to foster animals until they are well enough or old enough to enter the shelter and go up for adoption, we allow them to experience the magnitude of the problem, assume some responsibility for it and recognize that they can be part of the solution."

- A bulletin board or website where owners can post information about pets.
- A packet of materials, such as sample fliers and instructions for screening potential adopters.

What We Like
- Foster to surrender gets people personally involved by giving them the chance to save the litters of puppies and kittens they find rather than just turning the animals over to the shelter where they have very little chance of survival.
